Per-seat punishes AI (it removes seats); per-token races your margin to zero. Bill for verified work: a micro-fee per settled transaction (interchange), a % of value created (outcome), or per agent issued (UAID). This kernel computes that billable basis deterministically — and a failed or unverified action bills $0. EcoCloud computes the basis; your Stripe integration charges. It moves no money.
Honest scope. A deterministic, signable primitive in the "measure" family with the forecast and GAU meter. A dollar figure here is arithmetic over usage × rates (like forecast's expected revenue) — not a transfer. verified means the action returned success AND was written to the audit ledger; this kernel takes that flag, it doesn't decide it. EcoCloud is the metering/governance layer: it computes the bill basis; the charge runs through your existing Stripe path (EcoCloud moves no money).
