If a credit card is stolen, Visa has a chargeback process. When an AI agent's cross-org action goes bad, this kernel reduces the signed lifecycle to a verifiable verdict: the error originated at the first failing layer — source data, agent logic, or the counterparty — and a human who approved the faulty action becomes shared liability. Honest scope. A deterministic, signable governance primitive. The facts it adjudicates (was the input valid, did the agent's output match, did a human approve, did the counterparty accept) come from EcoCloud's existing signed Merkle audit chain — this kernel only renders the verdict, deterministically and reproducibly.
