Honest scope. A deterministic, signable governance primitive — the capstone that composes the four-eyes, escrow, authority and ledger kernels' verdicts into one certificate. It is NOT a zero-knowledge proof (ZK is out of scope) — it is a deterministic, ES256-signed conformance reducer over verdicts the audit chain already records; "verify without payloads" means a regulator re-derives the digest from the recorded verdicts, not that it's cryptographically zero-knowledge.
